REGULATIONS OF ADMISSION
of Foreign nationals to I.M. Sechenov First Moscow State Medical University
of Ministry of Health Care and Social Development
for 2011/2012 academic year
1. General provisions
1. This regulations are in accordance with the Law of the Russian Federation dated 10 July 1992, No. 3266-1 «On Education» (with subsequent amendments and addenda), Federal Law dated 22 August 1996, No 125-FZ «În higher and postgraduate professional education» (with subsequent amendments and supplements), other federal laws, the standard regulations on educational institution of higher professional education (higher education) approved by Decree of the Government of the Russian Federation of 14 February 2008, No 71, by the Order of the Ministry of Education and Science of the Russian Federation on 21 October 2009, No 442 «On approving the procedure for admission of citizens to state-accredited educational institutions of higher professional education» by the Ministry of Education and Science of the Russian Federation of 29 December 2009, No. 841 «On approving the procedure for admission of foreign nationals to the State-accredited educational institutions of higher professional education», the Charter of I.M. Sechenov First MSMU of MHCSD, as well as other acts adopted by the University.
2. The present regulations shall govern the admission of foreign nationals, stateless persons, including compatriots abroad (hereinafter referred to as foreign nationals) in 2011/2012 academic year to I.M. Sechenov First MSMU of MHCSD (hereinafter – University) for higher professional education in accordance with the Russian Federation's international treaties and intergovernmental agreements of the Russian Federation at the expense of the respective budget (including within the quota limits determined by the Government of the Russian Federation) and in accordance with contracts providing the payment of tuition fees by individuals and (or) legal entities
3. Admission of foreign nationals in part not settled in these Regulations is conducted in accordance with the Rules of Admission of citizens of the Russian Federation to I. M. Sechenov First MSMU of MHCSD for the academic year 2011/20112 approved by the Academic Council of the University on 06 December 2010, Protocol No. 11 (hereinafter referred to as Rules of Admission of citizens of the Russian Federation).
4. Admission of foreign nationals at the expense of the federal budget is performed:
4.1. Within the quota determined by the Government of the Russian Federation in accordance with the Decree of the Government of the Russian Federation on 25 August 2008, No 638 «On cooperation with foreign countries in the field of education» (Ñollection of Laws of the Russian Federation, 2008, N 35, art. 4034) according to referral list of the Ministry of Education and Science of the Russian Federation.
4.2. In accordance with the Agreement on granting equal rights to nationals of States participants to the Treaty on deepening integration in the economic and humanitarian fields of 29 March 1996 on admission to educational institutions, approved by Decree of the Government of the Russian Federation of 22 June 1999, No 662; with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education, approved by Government Decree of 2 February 1994, No43; and with other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation.
4.3. Based on certificate of a participant of the State Program for the promotion of voluntary resettlement of compatriots living abroad, who became participants of the State Program for the promotion of voluntary resettlement in the Russian Federation of compatriots living abroad, approved by the Decree of the President of the Russian Federation of 22 June 2006, No 637.
4.4. In accordance with the Federal Law of 24 May 1999, No 99-FZ «On the State policy of the Russian Federation concerning compatriots abroad».
5. Admission of the foreign nationals referred to in subparagraphs 4.2-4.4, paragraph 4 of these Regulations for getting education at the expense of the federal budget is conducted on a competitive basis, unless otherwise provided by legislation of the Russian Federation, in accordance with the procedure prescribed by the Rules of Admission of citizens of the Russian Federation.
6. Admission of foreign nationals to University for training under contracts with the educational tuition paid by individuals and (or) legal entities is conducted in accordance with the capacity limits defined in the license for conducting educational activities, and on the terms determined annually by these Regulations of Admission.
7. University announces reception of citizens for education in main educational programs of higher professional training on specialties: 060101 «General Medicine», 060104 «Medico-prophylactics», 060105 «Stomatology», 060108 «Pharmacy», 020210 «Bioengineering and Bioinformatics», 030302 «Clinical Psychology», 040101 «Social Work», 060103 «Pediatrics», 080502 «Economics and Management at an Enterprise (by branches)», 240901 «Âiotechnology», in accordance with a license to carry out educational activities No 6346 of 10 March, 2006 (valid until 10 June 2011).
8. University accepts for the 1st year foreign nationals having education, equivalent to the secondary (complete) general or secondary vocational education in the Russian Federation.
9. University accepts for the second and subsequent courses foreign nationals basing on graded tests who :
9.1. Has higher professional education at various levels or incomplete higher professional education;
9.2 Transferred from other universities of the Russian Federation or universities in foreign countries.
10. Information on the rules of admission to University and results of admission are posted on the information stand of the Examining Board of the University and on its official site in Russian and English languages.
II. Reception of Application Documents
11. Reception of documents of foreign nationals referred to in subparagraph 4.1of paragraph 4 of these Regulations, is conducted in the time limit set by the Ministry of Education and Science of the Russian Federation.
12. Reception of documents of foreign nationals referred to in subparagraph 4.2-4.4 of paragraph 4 of these Regulations, is conducted in the time limit set by paragraph 23 of the Rules of Admission of citizens of the Russian Federation.
